The Bureau of Development Services' Development Services Center (DSC) is designed to provide you with the services and expertise you'll need to complete Portland's permitting processes. The mission of The Bureau of Development Services is to; promote safety, livability and economic vitality through efficient and collaborative application of building and development codes.
What we do at The Bureau of Development Services' Development Services Center: Development Review is an evaluation of how land is used and how buildings are designed and constructed. Planners use the Zoning Code as a tool to determine the use of land and characteristics of buildings, while plan reviewers and engineers use Building Codes to determine safe and acceptable construction methods. BDS staff along with other City of Portland Bureau staff are involved with development review.
