Police Lieutenant

Summary of Position
Reporting directly to the Chief of Police, the Police Lieutenant plans, organizes, coordinates, and manages Operational, Administrative, and Support Services of the police department as assigned. The Police Lieutenant is the designated second-in-command of the Selah Police Department and shall automatically assume control of the administration and operation of the department in the Chief’s absence.

Primary Job Function
The Police Lieutenant is a Middle Manager position in the Selah Police Department, responsible for both day-to-day oversight and long-range planning of areas within the police department. The Lieutenant works within well-established policies and procedures and exercises considerable independent judgement in the operation of their assigned area(s).

The primary functions of the Selah Police Lieutenant are to:

Serve as a direct report and supervisor of the sergeants and all subordinate staff as assigned.
Manage and evaluate the performance of commissioned and non-commissioned personnel, including Patrol, Investigations, Property and Evidence, Records, Animal Control, Fleet, and Training.
Through active leadership and clear communication, instill confidence in, and compliance with department rules, regulations, policies, procedures, and general orders.
Exercise authority in a positive manner, to affect employee behavior.
Assist in strategic planning, staff supervision, and public relations.
Lieutenants have on-call responsibilities, are exempt from overtime under the Fair Labor Standards Act and are covered by Civil Service regulation.

Position-Specific Qualifications
Driver’s License: Possession of a valid Washington State Driver’s License, and uninterrupted
possession thereafter.

Minimum Training: Graduation from the Washington State Criminal Justice Training Commission (CJTC) Basic Law Enforcement Academy (or Equivalency Academy), and Washington State CJTC First-Level Supervision Certification.

Supplemental Training: Washington State CJTC Middle Management Course within one year of appointment, and Washington State CJTC / FBI Command College, within two years after appointment.

Experience: Three consecutive years (including probation) in the classification of Police Sergeant or higher-ranking commissioned officer with a general authority law enforcement agency.

Education: High School Graduation or General Education Diploma (GED) is required; Bachelor’s degree (or higher) is preferred. Any combination of training and experience equivalent to a Bachelor’s Degree in the field of Criminal Justice, Sociology, Public Administration, or a related field.

Equivalent Combination: Any equivalent combination of education and experience, on a year for year basis, will be considered.

Possess considerable knowledge of modern police methods and techniques, State, Federal and City laws and ordinances, and City and Department policies and procedures; ability to work in a variety of settings, including both office and field work.
Possess the ability to communicate clearly and effectively, both verbally and in writing with employees, members of the public representing diverse education and background, and with officials at all levels of government.
Demonstrate the knowledge of and adherence to a high standard of ethics.
Be innovative and flexible in approach and duties, and possess ability to readily adapt to changing community and department needs.
Possess the ability to make informative and persuasive presentations to individuals and groups, conduct public meetings, and participate in public forums.
Possess tact, diplomacy, and the ability to meet and deal effectively with individuals, groups and organizations representing a wide diversity of ethnicities, cultures, opinions and beliefs.
